The restricted statuses are a nice step into workflow for submittals, but if we allow Subcontractors to change statuses and Share the Submittals with the entire project, they would be able to change other subcontractors' submittals in those statuses as well. It would be nice if we could share submittals with the entire project, but only after they have been moved to a locked Status (Approved or Closed.) I mocked up a screenshot for that option. Please make it so.

There is an easy way to do this. We can do it manually, but it would be easy to make this an automated step triggered when the status is changed to a locked one. The Access icon lets you change it to Shared with Entire Project manually. If you add an option to Share Locked Records Only with the entire project, you just need a trigger to make that access change when the status changes to a locked one.
Another way to accomplish this is in suggestion PSW-I-2735 - Only allow outside users to modify records they are assigned to. We really could use both of these until you can implement actual ball-in-court if-then workflow.
