Need Ability to Toggle Off Show All Annotations as Default

Once you start linking Punch Items to drawings, it becomes an issue if you simply want to view the Drawings. This is most important to external users that shouldn't even see the Punch Items. We can't use the Private option as that will then hide it from everyone at our company.

If the default was off to show all annotations, the drawings are clean and can just turn on when needed.
