Submittal - Promote to Architect Review

Currently, there is an upload document for review, a comments area where you can upload submittals, and the ability to mark off a document as approved in the submittals module. It can be hard for the architect to see especially if there are multiple uploads which is the document for review. Adding an ability to promote a document for review in addition to promoting a approved document would be helpful.
