Budget Transfers should integrate back into Vista

When doing a budget transfer in ProjectSight it does not transfer back to Vista so someone viewing in Vista is not getting the same information as someone looking in ProjectSight. It shouldn't matter which Trimble system you are looking in the budget amounts should be the same.
