Signature Tool

Allow for a more developed signature tool that tracks date and time stamps and that does not allow signatures to be deleted, throughout all modules. This would improve submittals, RFIs, Transmittals, and many of the BCM modules. Preferably upgrading the PDF viewer would be best.
