Notifications - More options for when Automatic Notifications go out

Create an interval for Notification Reminders, go out every three days, or every specified number of days, instead of just once or daily.

    There should be more options for a user to customize their notification preferences. They should be able to make them different project by project. They should be able to stop all notifications, not just the ones in the user profile (example - status changes, new assignments, etc.)

    Notification reminder should go out during workdays/business hours only. We are receiving complaints that they are sent out during the night.
