Record number reformatting does not add preceding zeros on all numbered records.

Currently Automatic formatting of the numbers can only be applied to those records that were created with auto-numbering turned on. This means any record numbering created with manual entry will not receive any preceding zeros. This is when a client changes the settings for Record numbering for the total number of characters used. This leaves the client with records out of sort permanently. The only workaround is to delete the records and re-enter which again would have to be manual entry. This was reported in issue PS-41697 and noted as a limitation. It would be great if this limitation could be over come and a client could reformat all their record numbers.

      Adding more challenges is for customers that discover this issue too late and have many projects already creating Submittals. We want to make sure we don't have this issue for new projects, so we change the portfolio to more characters (say from 3 to 4) it then changes EVERY project and they now have all new Submittal being 0001, even if they have hundreds.

      We would have to unlock every project's submittal settings first (which can cause issues down the line) or remember to unlock the submittals for every new project to be 4 and not 3.

      It's a major issue for sure.
