Have one place to turn off notifications on projects

With the new Notifications feature, it would be nice to have one place to turn off all notifications on a project, especially old projects that are archived so that unnecessary notifications aren't sent on old projects. Currently you have to go into each project and each module to turn these notifications off. One click for a project would be preferable.

    From Mary at Wynn: Ideally, build this into the current workflow development and have it happen automatically when a project is in a “closed” status, so you don’t have to turn it off manually.
