Allow record number to be changed by Admin if record is not in complete status

If a record (GI, CI, Contract, PO) is not in a completed state, allow the system admin(s) to edit the record number. If the user has a typo in this field, the admin is required to delete the record and start over. If the record has just been created or is in draft, system admin should be able to edit this field.
