Automatically Create Link to Attachments Greater than 10 MB that Contacts can Use to Download File

As a specialty contractor we typically struggle to get our client to become a User in ProjectSight. When we are sending something like a submittal to a client that has attachments greater than 10MB the only option currently is for them to be a User to get to the linked file(s). What would be helpful is to assume that the person this is being sent to is not a User and they will not be able to open a regular PS link. If this file was made a public file and the link allowed non-users to open / download the files we would not have to go and create a OneDrive folder for this file to be shared.
