Prevent making a link from a Private Markup

We are trying to give subcontractors the ability to make private markups on drawings, but we want to keep them private unless we choose to make it public. Currenlty, the sub can create a link from their private markup that automatically turns them public. Evidently there is no way to stop them from making links in drawings without preventing links everywhere else. There should be a permission to prevent links from private markups to keep them private.
