The check being there in Black does not communicate the need to click to turn Green on completion. No one gets this by looking at it - If this was an Open Check Box - or a Checkbox with a faint grey Check - this might communicate that there is an action here to be competed.
Another option is to link the Assigned To to Comments - if a user is commenting and that same user is in Assigned To - can a box appear in their comment that would be "Check if your part is Done"
