The ability to lock the budget side of a PCO and not the cost side.

Currently the budget and cost side of the PCOs are in sync. This is problematic when a PCCO is signed and the status fields are changed to executed. Many time the subcontract change orders are not written immediately and not necessarily for the same amount. The cost side should remain open for possible changes to the cost and only lock the cost side is linked to the SCO. However it is important that the budget side locks down. The ability to be able to do this would be beneficial.
