Specifications & Drawings when creating record links provide a method to have the link go to a specific comment.

Clients are always looking to point with annotations and make a comment with a link to something specific. Lets give them the ability to have the spec or drawing annotation record (RFI, Submittal) link go to the corresponding comment in that record. Right now the annotation record link just adds a new comment in the corresponding record. It would help business process to direct that link to the pertinent comment.
