Set Default Report as a Project Setting

We would like the ability to choose the default Report format at the Project Level instead of only at the Portfolio level. Here are 2 examples:

1) We have a project that uses a custom RFI print format and we would like to have that the default format for that project only.

2) We have projects that use different Contract print formats depending on the state they are in. We would like to be able to configure the default format at the Project level.
