Scroll bar added to Comments section when in smaller window view (like that when making an RFI)

When crafting a RFI from a drawing cloud the small window view for entering the description does not allow you to scroll up / down when you've entered more text than space. Would be helpful to have a scroll bar appear when you passed the default number of text lines.
