RFI - Make the Author field editable on the Create Panel, Information Panel, and Batch Edit

There are situations where the person entering the RFI didn't necessarily initiate the RFI (could be someone that will not enter the system but the company needs to track it nonetheless). The Author can be changed after creating an RFI via the Sharing Panel; however, it would be more efficient to select the appropriate author when creating the record and not after the fact.

    Use case for us is a PM left the company. She had setup all the submittals. New PM has taken over and should be the author. We can edit them one by one in the information pane, but there are 403. Why isn't author on the Batch Edit list?
