Remove the system requirement to add text to the Submittal Description Field

When adding a new Submittal item, the "Subject" field and the "Description" are redundant, yet both system-required fields (Description is not technically a field in the field attributes area to even try turning it off, and Subject is there but cannot uncheck the required box). It would save time if we could choose one and turn the other off as a required field.
