Published Specifications markup/annotations support

Currently only Specification Sets in review can be marked up, but once these are published the markups don't carry over. This makes sense but should be optional to users on a per markup basis, similar to the public/private toggle.

Markup tools should also be available in the Published Specs area with similar functionality to the Drawing markups.
