Provide option to modify own assignments only

Currently security settings only allow to enable/disable a user to modify assignments for any given record.

* If we disable the ability to modify assignments then then the user can't mark their own assignments as completed.
* If we enable the user to modify assignments then they can change everyone's assignment.

Please allow for the option to modify own assignments.
