Portfolio Admin controlled Notifications

Users are requesting the ability to send out notifications 'on demand' from the Portfolio Administration level.

Example: A current user is given access to 10 new projects. Portfolio Admin would like the ability to notify the user, 'You have been given access to the following 10 new projects.'
