I understand that holding shift + scrolling mouse wheel will scroll horizontally, and that paired with scrolling without shift gives you vertical scrolling so that you can pan around the drawing/pdf.
While this is useful, I think it would be more user-friendly and more easily discoverable if there were a pan button that the user could click to move around the document by left click + moving the mouse.
