New Trimble User Required Fields

Since we can't manage a contacts contact information after they have been added to a project as a ProjectSight user, I think that the Trimble user account setup should require them to fill out their contact information. Without this, we are left with a lot of missing information from users. At a minimum, phone number should be a required field.
