Allow us to merge user together

What are we trying to accomplish?
Merge duplicate users that were created with different email address, but are actually the same person.

How is the lack of functionality affecting the business?
Duplicate users in our system. It adds confusion.

Suggested implementation:

Add a merge button when multiple contacts are selected in the Users module.
