Kick off/trigger another record based on an answer from another record/checklist answer

Use Case:

User fills out a Safety Checklist. One of the answers on the Checklist is "Attn Req'd
"/"No". Based on that answer, there is a need to fill out anther checklist or start a "Safety Notice" record.

It would be helpful to kick it off automatically.
