Improve ability to mark up PDF's that were uploaded

After uploading a PDF file, the ability to mark up the document is severely limited. I linked an uploaded PDF file to an issue to call out some discrepancy's in the specs, and though I was allowed to make mark ups on the document, it did not retain the mark ups after closing out of the program. Not only that, but it only allowed me to place one revision cloud per document, as it would remove the previous one when I started the next. I was able to use the freehand option to mark up several sections, but again, it disappeared after closing out of the program.
