Have the File and Folder 'Move' option on the record instead of under ellipses

Problem: Currently the 'Move' option for File Library files and folders is under each file/folder's ellipses menu in Tile or List view. Some users aren't aware that it here or don't like having to click twice to get to it.

Suggestion: Have the 'Move' icon (seen in the upper right when checking the box on one or more files/folders) directly on each file/folder's tile/row so it is only one click away.
