File Library - Submittal Folder

When creating folders for Submittals the Revision Number needs to be part of the folder creation, not just the number. As it is done with Submittal Packages. Here is why:

1. Create a new submittal
2. Add an attachment
3. Create a revision of Submittal in Step 1
4. Add an attachment
5. Both attachments (for two unique records) reside in the same folder in the File Library.
