File Library Permission Type That Allows Uploading Files But Not Deleting Them

Right now there are only two permission types for the file library: "Edit" and "View". Edit Permission allows the user to view, download, upload and delete the files. View permission allows the user to view and download only. A third permission could be added that allowed the user to view, download and upload but not delete the files in the folder.

Not having this feature allows other users with the "edit" permission to delete files that were added by them or other users. Since there is no history tab in the file library, like there is on the action items for example, there is no way of knowing who and if a file has been deleted. That could be solved by adding this third permission type.
