Expand the allowed area of movement when viewing drawings in the Drawing module

Currently the boundary when viewing drawings in the drawing's module is the border of the page, this can create difficulty when trying to look at notes, details, etc. close to the corner of a sheet as you cannot center the information on your screen, and you are forced to zoom into the page more than needed. It would be beneficial to expand this viewing window to where you can view the corner of a drawing in the center of your screen.
