Enable Document Creation Outside of Change Management

In the program we were using prior to ProjectSight, we were able to choose a project setting that reads "Enable Document Creation Outside of Change Management". In other words, we do not have to create a PCO in order to do a simple SCO. Sometimes a SCO doesn't have anything to do with a PCO to the Owner.
