Drawing Markups User Preference to not imediately prompt after placement

For users who just need to place simple markups without links or records, using any markups on the app takes way too long as it asks you if you want to link, publish or delete immediately after making the markup.

A user preference setting for whether the application will promp immediately after markup placement or not should be available.
