Drag and drop assignee to set up the drop order between "assigned to" and "courtesy copies"

When assigning trade partners to NTC orders, the current feature that says, "Drag and drop assignee to set up the drop order" is only capable within the assigned area or courtesy copy area. It would be helpful if the feature allowed you to drag and drop the assigned name to either category.
