Current Budget Taking Precedence over Original Budget

In short if your project started with X budget, then later gets a large change order Y, you are unable to fund new phases due to the Original budget value being lower than what you need to fund that new budget. Change orders only change the Current Budget and not the Original Budget. This is wrong accounting principals and the Current Budget (if change orders are approved) should take precedence over the Original Budget.
