Confidence Interval included for cost forecasts

Allow users to assign a confidence interval (ie +/- 5%) for the cost forecast module. This uncertainty could be displayed on the chart output as compounding over time so that the longer the forecast is, the more uncertainty is displayed. This would allow projections to the owner be put into context with respect to the precision of the forecast and help with managing expectations
