Combining Email Notifications

When a record is created (ie an RFI) - Assigned or CC'd users are getting two emails. One to indicate 'Open' RFI and one to indicate it's been assigned/cc'd to them. If the creator has done both of these steps in one action - the receiver should only get one email.
