Block cost changes for unlocked Contracts

Enhancement description:

Allow admins to block the ability to block any cost changes from being linked to a contract before it is in a locked status.

What are we trying to accomplish?

Avoid having to delete and recreate cost records if, for some reason, we needed to adjust an amount on the contract record.

How is the lack of functionality affecting the business?

See above. Wasted time.

Suggested implementation:

Add a checkbox in the contract record settings that says something like, "Do not allow cost changes to unlocked records"
