A way to stop Comment Notifications from going to users that are no longer assigned to a record

Enhancement description: After removing a user from the assignments section of a record the user still continues receiving 'New Comments' notifications. Users are under the impression that removing an assigned user from a record will also stop the notifications from going to them. Users should also be able to control the comment notifications on a per-record basis.

What are we trying to accomplish? Stop comment notifications from going to specific users, or the users themselves deciding on a per record basis what comment notifications they receive.

How is the lack of functionality affecting us? Users are seeing comments that they should not even after they are removed from a record's assignment. Another problem is they are being spammed by commment notifications that are no longer relevant to them.

Suggested implementation: Have a way for users to both control their own per-record comment notification alerts and allow users to control it on their behalf. For example, if a user is no longer needed in a Contract record and should no longer see the discussions taking place, the contract owner or an admin should be able to remove that user and prevent notifications from reaching them.
