Allow the ability for others to see draft copies of records

currently:
Only the user who created the record in Draft status can change it to a non-Draft status. Records in Draft Status can only be viewed by the user that created them, and records in a non-draft status cannot be changed back to Draft.

If you save as non-draft then the system requires a number. If the number is assigned and the draft is discarded then this can be a cause of confusion.

    Hiding DRAFT Submittals and other records from everyone but the author is very risky. It allows you to create duplicate records (number & revision) and users could think they've documented a submittal for the team when really it's only available to them. Please create a switch so everyone at our company can see the Draft versions. I'm not sure why anyone would not click that switch, but you can give them the option.
