Allow Portfolio Administrators to view a users history / audit log

This could be useful for auditing a user's access and how they obtained it, and ensure proper procedures or requests were made if a company requires them. There should also be an audit log to see who made changes to Portfolio / Project Settings and what changes were made and when.

The audit log should include:

Changes to Users

* Previous security groups users were a part of
* Who added/removed them from a group along with timestamps
* Who added/removed them to a portfolio along with timestamps
* Who added/removed them to a project along with timestamps

Changes to Portfolios / Projects

* What admin made the change along with timestamps
* What changes were made along with timestamps

    This is becoming a big issue with us where we must give certain users a bit more access than we want because we cannot keep creating new roles for each user and project. If someone modifies a budget code or deletes a company or a record, or changes a setup potion on the project, I cannot prove whom it was and the "system" gets blamed.

    Procore has an extensive audit where you can filter by user, record type etc and it's imperative to have this data available when things happen.
