Allow document comments with no text to be promoted and to alert the assignees and CCed users that a comment has been added.

Currently, if a user uploads a file to an RFI or Submittal as a response but they do not include any additional text within the comment, this "comment" will not send a notification to any assignees or CCed users, it also does not allow for the "promote" option to promote the comment to the approved docs. Comments should not be required to have text in order to notify users or promote the comment as the approved response. Many design team members often provide the response/answer within the file that they are uploading and they should not have to add additional text as a formality.

    This is a big one and should be addressed immediately. Uploading a file to an RFI or Submittal or Promoting an RFI comment to the response must notify the CC'd users; that it doesn't seems like a major design oversight
