Allow a default assignee to save even if the record creator lacks the assign permissions or rights.

Clients often want a security group to create records but not necessarily edit them. For example an RFI is a case where a sub may create the RFI, but the client would not want them to assign the RFI. Currently even if there is a default in place for the Assignee this will not save for the sub and the field is saved blank. This in a sense provides some workflow for clients if the default is allowed to be saved.
