Add user preferences for batched comment notification delay time

Ability to change the delay time to send "Batch" comments when made, or to make it an instant notification and not to delay. Some people don't want to wait 1/2 hour/45 min for the batched comment updates. They might want all of them immediately, or maybe every 10 minutes. This should be a preference/setting that can be controlled by the user

      Batching should be a setting we can modify on the portfolio level, maybe as part of a workflow. Some projects have high-priority RFI's, and we need to receive notifications ASAP. When there is a time-sensitive RFI or Submittal, it would be nice to override the batching process to ensure that the notification is sent out and the issue is addressed.
