Add Text Formatting Tools to the PCO Description Box

When adding the long description of what is included in this PCO there is no text formatting tool which means the PCO and thus Change Request is very unprofessional looking when sending on to the GC or client. Some of these text boxes have the formatting tools available and others do not. Can they be added to all of the system text boxes?
