Add Submittal Final Due Date.

When using the "Use Lead Time to Set Due Dates" function in the submittals module it locks the due date and it cannot be changed unless you turn the functionality off. We would like to add a Submittal Final Due Date field that tracks off of the assignments on a submittal, so that when the submittal is sent to the owner/A/E it can be tracked according to that date.
