Add Prolog Functionality to Record Numbers

There was a functionality in Prolog where the settings for the number scheme for various records (RFI's and Submittals) could be changed and all previously saved records could be updated to the new scheme. For example, if you started on a project with the RFI's only going to 3 characters (001), but then decide to change it to 4 characters, the previously saved RFI's would be able to updated to 4 characters (0001).
