Add Preconstruction / Purchasing to ProjectSight

I feel like the Purchasing portion of Prolog was underutilized. The bid analysis portion of Manager was also never added to Converge. However, with the improved interface and collaboration of Projectsight, I believe it could really take off. Companies are looking to streamline data through the project lifecycle.
