Add Permissions Guide and other similar guides to Help Center (break out from the Online Manual)

Some Admins don't realize there is an entire detailed guide in the online manual to help with Permissions - it would be helpful/more intuitive to clearly call attention to this in the Help Center and have them broken out from the manual (in addition to being embedded in the manual). In the How-To Guides area I only see "Welcome", "Portfolios and Projects (video)", and "Setting Up a Custom View"
