Enhancement description: Add a hyperlink to the bottom of all notifications linking users to their Notification preferences settings.

What are we trying to accomplish? Let users know where to find the setting and how to control what they receive

How is the lack of functionality affecting us? Many users aren't aware that these settings exist

Suggested implementation: Add a footer to notifications that hyperlinks the Notification Preferences settings menu
