Add Budget Transaction Report [Transactions Grouped by Budget Code]

This would be comparably to the Prolog report "Budget Transaction Report [Transactions Grouped by Budget Code]". End goal of the report is to be able to see all transactions impacting a budget code in printed format. The report would be printed from the Budget form and would include the data currently in the Budget Transaction Report [Transactions Grouped by Budget Code], currently available in Prolog, and the transactions currently available in the view in ProjectSight when you click on a single budget code.
